Terra State Community College is providing this information as required by the Federal Student Aid - Emergency Relief Fund. Terra State Community College will update this information every forty-five (45) days. Terra State Community College Community College's Report on funds received under Section 18004(a)(1) of the Coronavirus Aid, Relief, and Economic Security (CARES) Act to provide Emergency Financial Aid Grants to students, below is detailed information regarding fund disbursement to students.
CARES ACT Disclosure
Terra State Community College is required to provide regular reporting to the U.S. Department of Education (ED) on the use of funds authorized by the CARES Act. Funds received by Terra State Community College under the CARES Act were approved by Congress and signed into law by the President on March 27, 2020. The information noted below is intended to not only meet the reporting requirements of the CARES Act but also provide information to our community regarding the use of the student grant portion of the Higher Education Emergency Relief Fund (HEERF).
The Certification and Agreement direct each institution applying for HEERF funds to comply with Section 18004(e) of the CARES Act and submit an initial report (the "30-day Fund Report") to the Secretary thirty (30) days from the date of the institution's Certification and Agreement to ED. Each HEERF participating institution must post the information listed below on the institution's primary website. The following information must appear in a format and location easily accessible to the public 30 days after the date when the institution received its allocation under 18004(a)(1) and updated every 45 days after that.
On April 28, 2020, Terra State Community College sent an email to all students with an attached fillable CARES ACT application whereby they could apply for Emergency Grant Funding. Submit your completed form to:

To assist students with the necessary resources in completing the spring 2020 coursework, the recently passed CARES Act (Coronavirus Aid, Relief, and Economic Security Act) provides emergency financial aid grant for expenses related to the disruption of campus operations due to coronavirus. Emergency financial aid grant funding can be requested to cover the following expenses:
- Food
- Housing
- Transportation
- Course Materials
- Technology
- Health Care
- Child Care
To qualify to request emergency financial aid grant funding, you must have been enrolled at Terra State Community College (credit or non-credit) for spring semester 2020 and eligible for participation in Section 484 of the Title IV of the Higher Education Act of 1965 (possess U.S. citizenship or be an eligible non-citizen; have a valid Social Security number; be registered with Selective Service [if the student is male] and possess a high school diploma / GED / completion of high school in an approved homeschool setting). Funds will be distributed according to a variety of factors, including determining the need and consideration of special circumstances. Students may submit multiple requests during the duration of the emergency, but funding is limited. Students are encouraged to include as many of the allowable expenses which apply in your initial request and include documentation as available.
Terra State Community College received a total of $852,360 from the DOE as part of the CARES Act. The DOE has required institutions to use no less than 50 percent ($426,000) of the total funds received from Section 18004 provisions to provide direct emergency relief to students as described above. As of the date of this report, Terra State Community College has distributed $269,526 of these grants directly to students. Terra State Community College signed the Certification and Agreement for the first 50% of these funds provided for under Section 18004(a)(1) on April 10, 2020, and these funds were allocated to Terra State Community College from the DOE on April 26, 2020. The remaining CARES Act funds were allocated to Terra State Community College from the DOE on May 1, 2020.
The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of the date of submission (i.e., as of the 30-day Report and every 45 days thereafter). Terra identified all currently enrolled students with an eligible Free Application for Federal Student Aid (FAFSA) on file, no outstanding requirements pertaining to Higher Education Act (HEA) Sec. 484 eligibility requirements, and not enrolled in an exclusively online program. The median EFC for all eligible students was approximately $2428.26

The amount of individual grants was based on a number of factors, including students’ demonstrated financial need as determined by filing the FAFSA, the extent to which loans were used to pay for each student’s education, and the proportion of the semester’s educational expenses paid for by the student. Grants were more heavily targeted to Terra State Community College’s financially needier students. An estimated 1900 students are or could be eligible to receive Cares Act assistance.
